The term “arrested development” means that, for all practical purposes, growth has stopped, and no more forward progress is being made. Does this describe the state of all or nearly all of the extraterrestrials? It’s widely understood in self-help circles that no progress can be made until one admits to themselves that they have a problem. Have any of them even made that minimal mental leap?
