Horror stories are legion about poor oversight, favoritism, onerous rules, and negative experiences of all kinds. To what extent are such groups being undermined to cause problems?

In a recent episode of Get Wisdom Live titled “Creator Discusses Extreme Human Vulnerability to Authority,” we recounted documented studies of mock prisons, showing college students randomly assigned to be guards or prisoners were surprisingly willing to act like perpetrators or passive victims. I just read a story in a recent issue of The New Yorker about the problem of mentally ill people who end up in jail starving to death. Is the extreme neglect that represents, a result of manipulation of law enforcement personnel by the interlopers to not only become insensitive to the needs of the incarcerated but actively apply policies to enhance their suffering?
