Is a factor in bullying that people pick up on personal history of someone they are around from their akashic record, which telegraphs that the person is someone to be attacked, or vilified?

This is a brilliant insight and a quite important link in understanding human interaction. This, of course, is not consciously perceived but is an important mechanism to help people size one another up, so to speak, and make decisions about their desirability. When there is a dark history in the akashic record, people will sense this and will be cautious in proceeding with interacting. In the case of someone who has been involved with bullying in prior lifetimes, this will be discerned and may be acted on according to the character of the person present. If they have a predatory nature, this may stimulate them to choose a harsh treatment and will cause further problems for the bullying victim.
