This is very much the case and is a cardinal feature of many such acts of terrorism. There is often a softening up of the target site and an unwitting collaboration on the part of security personnel and others who might witness unfolding events leading to the tragedy—to be complacent, to not see anything alarming, or raise questions, or sound an alarm of any kind. All such events are planned and much effort goes into creating the perpetrators, their motivations, their states of mind, and their collaboration together, in some cases, to be on the same wavelength and plan together to do a heinous act that will get attention and cause much consternation and suffering—even though the perpetrators will usually be sacrificing their very lives if not their long-term freedom. So there is a heavy manipulation of the perpetrators to motivate and see to the manipulation required to get them into position and have a plan that will work, hammered out and carried out adequately to accomplish their goal.
This is why help is often needed, because some of the targets are more difficult to approach than others and especially when there are security considerations, there will likely be a sinister element manipulating the environment, in many respects, to pave the way for tragedy to happen. This often leaves the impression of human negligence or perhaps the grounds for a conspiracy theory, so-called, because so many things had to go wrong to allow this to happen in a given instance when, in fact, they were not acts of negligence by multiple individuals but the whole together was orchestrated as a deliberate plan to create a soft target and is not human negligence in any respect, whatsoever.
