These admittedly are intriguingly like man-made objects but in fact are natural formations, a product of unusual wind turbulence that has a kind of regularity and causes cloud formation according to the swirls of airflow, and these persist. So it is created by temperature differentials and wind movement, and the differentials serve to keep the clouds relatively stable in place for long periods of time, relatively speaking. There is nothing unusual other than the miracle of nature at work here.
