We know there have been attempts to revive dinosaurs from DNA recovered in amber, for instance. Is this an interloper pet project? Do the ETs have the means to revive the dinosaurs if they wanted to?

This is quite true. They have many, many species from worlds throughout the Milky Way Galaxy in their collection of life forms. Their mastery of genetics allows them to reproduce these beings at will and clone them if desired, and that is how they have been able to cause a widespread infestation of the Earth with so many foreign species of a predatory and destructive nature that take a huge toll on human happiness and productivity in causing so many negative consequences and representing a formidable challenge to human survival. The many scourges that come and go, that are engineered by the Extraterrestrial Alliance, keep humanity on its toes and many times, but for divine intervention, could have resulted in decimation of the human population to the point of extinction.
