Yes. As a component of the mind and a component of consciousness by definition, all portions of the conscious self can reach out to these repositories. What will differ is the nature of the thoughts created and expressed. Each level of the mind has its attributes and characteristics, its strengths and weaknesses, its accuracy of assumptions and its likelihood of being warped in some way by life difficulty and the harboring of negative inner beliefs. While the beliefs rule on all levels, they can be subject to override more so in conscious thought than in subconscious, but circumstances occur when this is the case. This is simply one example of potential differences in the nature of the thoughts by different parts of the conscious self.
