A virus is not capable of higher-level thought through any kind of technological manipulation. It is essentially more chemical in nature than exhibiting willful actions. The chemical makeup creates a physical imperative simply in creating consequences energetically in keeping with its nature, but that is a far cry from having a plan and engaging in moment to moment decision making and controlling its movements directly and making decisions based on observations of the environment to direct its destiny. That simply cannot be done by infectious organisms. They are solely reactive to the chemistry of their environment and the physics impinging on them wherever they may reside—within a cell, on a mucous membrane, in an aerosolized particle of fluid, or on a surface. They could be transferred by a human hand to the mouth and thereby give them access to a portal of entry into a person’s body. There is no need for higher-level functioning. They are simply dangerous by their very nature, that they can get a foothold in the nose, mouth, or eyes of a human being, or breathed into a deeper airway and gain a substrate to begin to propagate their numbers and potentially overwhelm their host, and quite likely cause a shedding of new virus particles to infect others in the nearby environment. That is all that needs to happen for a successful pandemic that is hugely destructive. It is a time-honored strategy that has been used down through the ages with great effectiveness.
