What can we do about this situation to heal it, to heal us, to make it safe, or is that impossible?”

This is an example of manipulation of human beings to create inefficiency, ill-considered neglect, and risks to well-being through mismanagement fostered via mind control manipulation. That is why the original plans, to be good stewards, fell through. This is like many such halfway measures that have been aborted or implemented poorly because of constraints resulting from political pressures in response to the Environmental Movement. There needs to be robust, consistent, and credible political support and funding for the technology to be robust, serviceable, and designed with a high level of care to be truly safe and reliable, or it would be better to stay out of the arena altogether. So this is true of everything, that it needs to be done right, it truly is that simple, but the execution may well not be, given the wildcard of the interlopers and their manipulation of everything. So this is now a political problem on one level, but requests for divine assistance can come to the rescue for such things, and perhaps inspire the right people to make this a cause that gains public support and visibility, and ultimately shames the political powers that be to twisting arms, if need be, and getting the job completed to mothball this facility in a way that ensures safety for the future, but that, too, is a function of human will and follow through, energetically.
