Their leadership is very similar to that of the Anunnaki in being hierarchical with a supreme ruler and underlings of high office to distribute responsibility for governance, all answerable to the top leader presiding over the entirety of their civilization. The rotation is done through political power and the kind of manipulations where they will maneuver and scheme, and endeavor to manipulate things for personal gain and benefit, very much like you see with human politics. This is an inevitable consequence among loveless beings who are sociopaths functionally, in being cut off from love and no longer appreciating all that it represents. They will become quite cold and calculating and heartless in their ability to serve themselves personally and not be moved by the suffering of others that may result from their manipulations to gain an advantage over adversaries, to curry favor, to get into positions of responsibility and take over the reins of leadership even through targeted killings. These kinds of maneuvers are allowed and are, in fact, a kind of badge of honor. It is much like the criminal crime organizations in your society where they may have wars with one another until one particular person proves themself the baddest of them all and gains the respect and fear of the others, who will then petition to become allies. And then a general peace will ensue for a time, strictly because of tactical advantage that peace brings for a while. But it is a potential volatile situation experienced, again and again, in this culture because there will be many disaffected at any one point in time, and nursing the hurts of the past as well as karmic influences coming from the negative actions and mistreatment up and down the hierarchy. These worlds are challenging and difficult to survive and to live within, and all of this is a major part of the overall makeup and choices made by rulers, and the citizens must fit into this scheme or perish.
