Has the Extraterrestrial Alliance witnessed this kind of Shift in Consciousness take place elsewhere and lost control of the civilization as a result? How do they know it is pending and about to happen here?

They are not aware of this as a deliberate enterprise designed to overcome their interference and catapult humanity to a higher plane of existence. They can see a future such potential but do not concern themselves with this very much at the present time, as this is very uncertain because of their actions. So, they believe they are tilting things in their favor and are not concerned about their opposition. They are just proceeding in a workmanlike fashion to attend to the needed details, thinking this will proceed smoothly and will be unstoppable in terms of the vulnerability and eventual demise of humanity, at their hands.
