In all three alien worlds, procreation is state-controlled and strictly the province of the rulers deciding when and where young can be brought into being and by whom. This is a complex determination based on the power hierarchy and its many rules and regulations. There may be a mix of disincentives and incentives needed, depending on the needs of those societies, to maintain a population balance that is optimal. There is a significant attrition, given a high rate of homicide, because of the intense competition for dominance and the lax standards, given that life is not considered sacred but only a selfish imperative, and when each person only cares and values themselves and no others, if they kill someone who they feel is dispensable, that will not trouble other members of the society because that victim will also be dispensable in their eyes, too, and, in fact, acts of brutality are often admired because it speaks to the inner strength and resolve, the daring and resourcefulness of the dominant perpetrator causing the death of another. This is a warped and twisted view, of course, but this is what the absence of love in an atheistic world comes to over time. All standards you would regard as "normal" for human society have long disappeared in those alien worlds. Everything is mechanical, heartless, and dictated by rulers holding the reins of power and jealously guarding their privilege. Their societies are well-ordered because there must be strict rules and harsh enforcement to keep order, largely to prevent what comes naturally to psychopaths, to prey on others for their own advantage. So they make things work by exerting harsh power and control, overseen by emperors who are unforgiving and brutal, and those in favor enjoy their status by exhibiting the same characteristics in service to their overlords. This serves to keep the peace at a global level, but at the expense of many who fall by the wayside through acts of savagery by competitors seeking an advantage personally—theirs are all dog-eat-dog worlds.
