How does the Extraterrestrial Alliance know so much about even individual human doings while they are happening? Is that surveillance all done via implants, or is remote viewing by psychics employed? Can they see and hear through walls from hovering spacecraft with their technology?

All of these possibilities are real and possible and in routine use to facilitate the observation and monitoring of human activities at any desired level of detail, thoroughness, and constancy in order to keep an eye, literally, on what is taking place so they can act quickly, in a tactical fashion, in reacting to unfolding events to keep a plan moving forward in a way likely to bring about the desired outcome. There is a high level of oversight for anything of great importance, so little is left to chance and the vagaries of the interplay once something is launched, through mind control manipulation, for example, and then reacted to, and acted upon by the human being influenced, can be followed to ensure things don't break down, and can be fine-tuned if need be on an ongoing basis to keep the alien plans going forward effectively.
