Nepotism is enjoyed by the elites, the ruling classes, of all three alien civilizations because again it is the most powerful who make the rules, and this serves them to have a kind of in-crowd they can count on who will be more likely to be loyal and, through a training to serve as being a part of that elite group, will have a vested interest in supporting the preexisting hierarchy, to keep it going, and take their place among the powerful. This is in contrast to human society where nepotism is discouraged, because your world is run by the interlopers, and they know it will lead to independent thinking and pockets of independent power and influence when they want to have all the power and control reside with them using the minions within human government to do their bidding and march to their tune. So they very much want the power to be in the government and following the agenda that serves the Extraterrestrial Alliance and not humanity itself. So everything has been corrupted to make it inefficient and delay progress of humanity, to hold you down and hold you back, with a good deal of intentional suffering to be brought about, inevitably. This the extraterrestrial overlords see to and encourage with relish because human failings and suffering give the extraterrestrials secret pleasure in demonstrating their position of power and privilege to be above it all and holding the power of life and death in their hands they can wield with impunity, through their human minions, to punish anyone and everyone ultimately, as they choose.
