Is all of this drumbeat towards conflict a prelude to increased tensions between US and Russia leading up to eventual war in the region with North Korea and other perceived enemies, including Russia and perhaps China?

As you saw intuitively, this is very much the plan in motion. It is being orchestrated carefully to allay fears while preparations are being made, but to increase tensions and add to justification for later military action. This, of course, will be orchestrated among all the parties from behind the scenes but will be staged to look like unilateral international actions in a conflict mode working against one another, when in fact there is a collusion overall to draw all into a swirl of nightmarish destruction that will hurt all of the nations involved. This is always the purpose behind war, to kill and to set back civilization.
