We see the December 13 date as being highly likely and that is with a 95% probability at a minimum. We will never say 100% certainty and must leave an out, in order to recognize that things can change unexpectedly for many, many, reasons, even when everything is set and seemingly certain in the minds of the interlopers themselves.
