This is truly all of a piece. The government wants the citizens to be productive but solely to generate income they will take away, so there is some required give and take here but there are enough citizens, even eking out subsistence living, to keep a small number of government officials well-supported. So this is basically a Robin Hood-type scheme, a criminal enterprise, to take from those of means who can generate revenue and give it to the nonperformers to keep them complacent and loyal voters. There is innate wisdom recognizing, "It is not wise to bite the hand that feeds you." So those on welfare will vote for the state because it is all they have, and after a time, just like prison inmates, will become terrified if they are eventually released back into society, because they will have become so disempowered they will be unable to be self-sustaining, and much less likely to gain useful employment and be a productive citizen because so much of their being will have atrophied from disuse. So we are pessimistic about the future here of this being an answer to society's ills. The interlopers know this can be manipulated to be hugely destructive, and even lead to financial collapse, and that is why it is being heavily supported to bring it forward.
