This, too, was caused entirely by extraterrestrials manipulating the atmosphere and it, too, had the amazing right-angle turn at an unexpected time to make a landfall directly over a population center that sustained significant damage, although they were more prepared being aware of the unpredictability of such storms, but were not encouraged to evacuate. The thing that benefited that situation compared to hurricane Andrew was that hurricane Charley was a hurricane of lesser force and that is the reason casualties were not much, much, greater. Again, these are practice runs and are intended to build their skills, and to ensure the apparatus is in place to maintain control of the outcome and not reveal the true origin of the cause.
