Both of these missions were interfered with actively by the Extraterrestrial Alliance. This is something they have done before and will continue to do as it suits them. There are all manner of reasons. There is limited threat to discovery of their operations but it is possible this could happen so they, in particular, are wanting to prevent interaction with humans less under their direct control. They do their heaviest manipulation of the advanced nations, those with advanced technological and military expertise. This is less so for other countries coming along from behind and borrowing the space technology and the wherewithal and wanting to play some kind of role. In fact, those activities somewhat perversely are encouraged because they are a kind of folly to begin with. There is nothing on the moon that warrants the expense of going there, when there are so many humans who suffer for lack of financial resources, but this is one of many ways that human capital is squandered. So such enterprises are encouraged to be undertaken but then may have the rug pulled out from under them because that human investment is never respected or supported. It is simply something for them to toy with and to enjoy complicating things and, in many cases, throwing up roadblocks to frustrate and punish the would-be pioneers.
