No two human beings are alike. The issue of faith is a common attribute and characteristic of the divine human, so having a 100% belief quotient is not a superhuman achievement, it is a human achievement. When functioning well and in alignment it is very natural to carry this within, but this will be a variable depending on the background, makeup, and the current emotional state and experience base of priests carrying out this duty. Not all have 100% belief, so this will be a variable but keep in mind that the recipient of the holy water putting it to use contributes their belief as well and this will usually make up the shortfall.
