Will other areas of the world have as many power outages as the U.S.?

We see the U.S. as having the heaviest treatment, because it is the biggest villain in the eyes of the Extraterrestrial Alliance, having thwarted their earlier plan for annihilation of humanity as an extension, really a continuation of World War II, with worldwide conquest by the Nazi regime. So having an Allied Victory in that war delayed their plans and they are looking forward to getting their vengeance. Many areas of the world are too small to bother with and are fortunate in that regard.
