As you have seen intuitively, this is a deliberate degradation of quality in education. There is a fine line between providing support, encouragement, and a rich environment for learning, and penalties and punishments intended to provide rigor and discipline. Draconian measures will usually backfire even though well-intended. They are usually implemented at the behest of the Extraterrestrial Alliance to instill as much negativity into human affairs as can be engineered so it is a built-in consequence at many levels of operation of human institutions and interactions. That is the case here and this is the reason, given a history of many centuries, education can be in such a sorry state as to leave many behind to flounder in life through lack of preparation. It is a huge wasted opportunity to capture the minds of the young and prepare them for future opportunities and eventual leadership, but rather, instill new roadblocks and disincentives through an enabling of laxity and a tolerance for indifference. This is why the teachers are opposed to these measures, because they know full well the students are being cheated from having a true educational experience, because they need to be directed and some way of disciplining them to put forth the needed effort to make the grade, so to speak, and get the most of the opportunity that school can provide. This is entirely a sinister consequence of the many things being done, actively, to hold back humanity.
