The World Health Organization and The Centers for Disease Control and Prevention (CDC) planning for pandemics has previously reserved lockdowns of economic activity only for the most severe of pathogens. Category 1 represents an ordinary flu season with up to 90,000 deaths, and Category 2 causing 90,000-450,000 deaths, so COVID-19 would be classified as Category 2. The CDC said for Category 2 and 3 pandemics, governments should consider school closures of less than 4 weeks, along with moderate efforts to reduce adult social contacts, such as by encouraging telecommuting. Why have there been widespread and prolonged lockdowns of schools and businesses which have become indefinite in some states?
