There is indeed a surprising karmic link here. While most would say this is simply bad luck, or a case of a person whose love of dogs is naive in thinking all will be sweet and gentle because they themselves have sweet and gentle thoughts and trust their pets, when some such animals are basically more savage than people think, creating an ongoing danger only waiting for a moment to be unleashed to cause a tragedy. This was the case here because of the karma setting this up to happen. The woman in question has a past history of being killed by dogs and the animals were simply seeing this in her energetic signature, as her subconscious on a deep level was indeed aware of this and ruminating about the past encounter that ended her life, and that was present within her thought plane delivered there via the deep subconscious, but not in her conscious thinking or awareness. She, in that way, became her own worst enemy in not only failing to put her best foot forward, flashing a red flag in front of a bull, so to speak, by dangling out her past history as a favorable target for canine attack. That is as much becoming like a prey animal in the perspective of the dogs and inviting an instinctive response for them to go on the attack. This is why the prior familiarity of their owner in a calm, friendly environment of feeding and giving exercise as a break from their normal isolation while incarcerated in lockup was not sufficient to override this intuitive impression and react to it so strongly as to throw out prior associations of friendship and trust. While dogs are special companion animals and were reconfigured to play this role, their prior history is still present in their makeup and they can be pushed over the edge with enough mistreatment, or other kinds of a stimulation, and this may undo all of the bonding that helps dogs live in close contact with humans without incident—that was the case here.
