Both can be done and the level of effectiveness and efficiency cannot be compared directly with precision because the approaches are done for differing reasons and the information is handled differently as well. Much of what is done technologically is handled through artificial intelligence, and that has a quite differing set of pros and cons than what the reactions of the physical extraterrestrial and perceptions might be.
