These are independent entities and creations in their own right. They can indeed intertwine and interact and become interdependent in many intricate ways, but one does not spring from the other. It might appear that way intuitively when one is simply observing the consequence of an interaction in which one or the other seems to be a dominant player—that will most likely be situational and far from the last word in understanding the relative importance of these fundamental forces.
