These, indeed, were extraterrestrial beings who were simply indulging in a lark, seeking to scare the divers literally out of the water. The divers were more intrepid than expected, but they were summarily dealt with through application of a technological energetic beam to repulse them and push them to the surface, where they would not be able to see anything further, or take any action to confront or overpower a being for study, which was their thinking, that it must be a creature of some kind. Encountering a sentient being was the last thing on their minds, especially not something smarter that could outwit them. There are many undersea installations, as this, indeed, is a perfect cover for sequestering spacecraft, safe from discovery by human witnesses. Lakes and even rivers can serve nicely as staging areas for tactical reasons during the various missions conducted. There are thousands of flights every day for many purposes, largely abductions of human beings. It is often simpler to simply park for a while in between individual abductions, allowing them to clear the decks, so to speak, process data and take care of other duties, particularly when there might be time sensitive considerations. So they can stage things so they are in a nearby location in advance, and then can move quite quickly to secure a victim without transporting back to one or a few central bases in large numbers. So they are typically out and about for a period of days, making the rounds and abducting many individuals for sampling, measurement, and manipulation, and then will return to a major base, particularly if there are Reptilians or Arcturians aboard needing rest and recuperation. They are unlike the alien Greys, who are robotic and relentless workers.
