Is this going to be seen almost universally across industries that have embraced and depend on AI for their infrastructure? Is that the plan? What is most important for us to know?

This, indeed, is what is expected, either to have utter failure in getting productive business gains from working systems that are expected to be efficient and thus cost-effective and doing credible work, but which have to be trimmed back or sidelined with a return to old ways of working, depending on human initiative and creativity once again. Or, in worst case scenarios, which cause a major disruption that constitutes a fatal error leading to a failing business too rapidly to recover from.
