Because we cannot control human choice, we would say the plan might well proceed as envisioned, but will still be a failure because the end result will be driving up the cost of energy however it might be apportioned, between paying for electricity versus gasoline for one's automobile. If some of the demand is siphoned away going to a need for electricity, that will reduce the pressure on the fossil fuel industry, but its profits as well, and that will reduce exploration, development, and so on. It may well continue to be the case that the fossil fuel industry is pressured by political oversight and regulation to minimize production in order to further drive up the costs. So whether electric vehicles are a good idea or not economically, it may well be forced on you as a fait accompli by your government. Under these conditions, it is impossible to tell you what the best choice is, because it is a moot point given humans are in charge, and humans cannot think clearly on their own, but do what they are told by their extraterrestrial minders.
