There was a deliberate effort made to create visible distinguishing characteristics. This was first seen accidentally, but it was quickly realized that this could be convenient and would enable an efficient segregation of humans by ownership status as being property of the ruler of a particular region as had been put in place. So this was done deliberately and served the Anunnaki to have greater control as humans would tend to self-segregate and this simplified controlling the property among the various rulers.
