A financial advisor with connections to the intelligence community has reported that the “central banker’s central bank,” the Bank for International Settlements, has been working on a program to track every bitcoin transaction worldwide. Is this part of a plan to rein in cryptos as an alternative form of money, supposedly safe from government manipulation?

While most would label your question as "another conspiracy theory," we can tell you this, in fact, is a conspiracy to give greater government control of this alternative financial instrument as a class, not that it lacks value in many respects and may well be utilized by governments as a technology for their own forms of money.
