Each of the levels of the mind is a separate entity, functionally speaking. They may work together to some extent or, as is the case of the deep subconscious, be completely separate from the reach of the upper levels. As such, they can have their own beliefs, their own intentions, and their own activities. They may or may not appreciate or support what the conscious level of the mind is doing or wanting to happen. It cannot always be predicted how things will get sorted out. So there might be a grudging cooperation with reluctance, or even a rebellion and lack of follow-through by a deeper level of the mind, which will ignore conscious directives or requests. This is often an important sticking point in achieving effective healing, and is why divine assistance is so very helpful because it can reach the deeper parts of you that might be in conflict with the goals and intentions of the conscious self. And this is a very common state of affairs because of the deep wounding that can happen, particularly when it comes to the deep subconscious that is so in touch with the akashic records of other lifetimes and their tragedies, and will worry considerably about the meaning to the current existence. So in a very real sense, you can only speak for your conscious self with confidence, because other parts of you, other levels of the mind, might have a different opinion and set of beliefs not in alignment with what you think of as reality and want to see happen. This is why a broad and deep healing is of such value, because it can bring the levels of the being into alignment with one another and into better divine alignment overall. That is, essentially, another description of enlightenment and what it truly represents in order to happen.
