This is not just a conspiracy theory, there are means for doing this built into many modern appliances, and especially electronic devices used typically for gathering or viewing information, because that will mean a steady presence and encounter rather than perhaps passing through a room where a piece of furniture stands, and only when it is occupied or a person stands close by will it pay to monitor who is in the vicinity. Whereas all of the gadgets with screens are meant to serve the purpose of engaging focused attention and facilitating an interaction of some kind. That is a perfect opportunity to have a block of time where someone is in range and, moreover, often engaged in acquisition of information, a form of seeking.
