What are the odds of becoming reinfected a second time with the coronavirus COVID-19, and then a third time? Does resistance lessen with each new reinfection?

If the people who become infected with the coronavirus COVID-19 and recover can get reinfected, does this mean exposure to the virus confers insufficient immunity? And does that in turn imply a vaccine has little chance of preventing future spread of the virus?
