The question I have is regarding the karmic debt that changing the weather could accrue. For instance, at the moment it’s the local Fair where I live so I imagine some people are pretty unhappy, whereas on the other hand, drought is a serious concern here. What can Creator tell us about the issues regarding praying for changing weather and karma? Should I add the situations, if so, to my LHPs?”

You can add such things as you wish and will not have a karmic penalty in doing so. You are making a good faith request for something you perceive as having value. It is up to the divine realm to weigh your requests against the needs of others and strike a balance. That is how all requests to the divine are evaluated and acted upon, or not, as the case might be. There are situations where even an individual prayer can change the weather but many times the prayer of one individual, such as yourself, might be counter to prayers of many, many, others and in a contest of human free will, energy rules and its magnitude will determine the outcome. So as with all prayer, there can be no guarantees. As long as you are not praying to cause deliberate harm to others you are on safe ground making requests, but there are no guarantees about potential effectiveness.
