They can potentially be used for both and this is true of members of the Extraterrestrial Alliance: the Arcturians with their robotic Greys, the Reptilians, and the Anunnaki, all of whom take advantage of the black hole network for their long-distance travel needs. They can move among dimensions locally but that is not the same as traversing tremendous distances. For that, there needs to be a kind of gateway and a linkage with a sort of transit system that interconnects energetically and this provides a kind of carrier wave so they can move efficiently from gateway to gateway in essentially no time. As you can imagine, this creates a tremendous level of efficiency for interstellar travel because then all that is required is to traverse the distance from the starting point to the nearest gateway, and then to the gateway nearest the destination, and to journey from that gateway to the desired location. This is routine for the Extraterrestrial Alliance who have mastered these technologies.
The issue of intergalactic travel is more daunting, not only because the distances are greater but because the energy requirements to match those interconnections are different. The extraterrestrials cannot take advantage of the potential interconnections between galaxies because this is under divine protection and they are not allowed access. This is for important safety reasons to contain the workings of the dark beings within the Milky Way Galaxy proper so it will not spread elsewhere in the universe, except as an idea.
Non-local consciousness can impinge on your galaxy from other parts of the universe to assess things for learning purposes, but there are constraints placed on entry and a direct manipulation of things unless it is invited and sanctioned by the divine realm to take place. This keeps the game fair, so to speak, that outsiders do not have a place and cannot be a source of influence for better or for worse in terms of their intentions. There will be few sources of observation and would-be interaction coming from elsewhere in the universe who would be supportive of the dark beings, but that does not mean to say they all have perfect discernment and superb divine alignment at all times, and sufficient understanding of all that has transpired so as to intervene in a way that will be karmically precise and evenhanded and only contribute and not cause a worsening of things. It is simply the case that our rules of separation are designed to leave the responsibility for change on the shoulders of humanity as the would-be change agents. You are receiving encouragement from beyond your galaxy and there are many wishing you well, but you must bear the burden of partnering with the divine and finding a divine solution in time to make the difference needed in saving humanity. It cannot and will not be done for you by outsiders.
