We would ask: "Why not? Are they not free? Are they not still citizens of the nation? Do they not have free will rights granted them by their Creator?" A charitable organization of one to serve oneself is not in principle different than a charitable organization to serve a group with one or a few individuals acting as their spokesperson. They may be offensive to the sight of those who are well-off and who are made to feel guilty perhaps, but they are children of God nonetheless and do not deserve scorn or pity for their plight. They may simply be doing the best they can under difficult circumstances and need to find their own way. Few people are equipped to take someone in hand who is homeless and take charge of them and help them with their life in a material fashion to become better established, find work, find a residence they can afford, and so on. Few wish to take on that burden and risk given that homeless people are often mentally unstable, but most people can share something in the way of making a small gift of money to help a homeless person keep going. That is an act of loving kindness given that all are members of the human family so everyone you meet, including a homeless person, is a member of your family and deserving of respect and consideration.
