This, indeed, was sinister. It was orchestrated by the Extraterrestrial Alliance to ramp up energy of a summer storm to enormous proportions, causing a huge concentrated downpour greatly exceeding the runoff potential to contain the water within rivers and streams, with the rest being absorbed safely and adding to groundwater reservoirs. Instead, the deluge was exceeding normal rainfall dramatically, and thus outstripped the natural ability of the terrain to absorb the moisture safely. This was a deliberate homicide intended to kill, terrify, and leave grief-stricken the many survivors and witnesses to the tragedy. One of a long series of such heinous acts perpetrated by the evil overlords of your world, the Extraterrestrial Alliance, whose technologies, while sophisticated and far in advance of human capability, are being used in perverse ways to harm humanity simply to indulge their savage appetites and sinister agenda of divide and conquer through inflicting misery. You are seeing this for what it truly is, an orchestrated event designed specifically to have a heartrending story and engender sadness and fear by holding up the young and innocent victims as poster children for the dangers of unseen forces, in seeming to show the harshness of nature itself, and that your lives can be threatened, without forewarning even, and change everything for the worse. That is terrible news to wake up to from a disaster happening in the wee hours of the morning. That was the intent here, to sneak up on these innocent victims and decimate them in order to make the story more visible and heartrending, because that outcome was deliberate and their goal was successful.
