The simplest way to understand this circumstance is to look at it through the lens of karma. Beings who interact with one another become karmically entangled, even as they become energetically entangled through proximity, as that is a direct consequence of the energetics of consciousness in play. Beings cord to one another through interacting and choosing to do so. It is like doing a handshake or signing an agreement or contract, it will bind you together with the other party in some way or another and there will be consequences to that interchange. If done informally, without a high degree of intention involved, the interchange may fade, with respect to energetic intensity, quite quickly. But if something serious takes place, good or bad, that will strengthen the cordings, the energetic bonds that are created, and that is bound up with the energetic signature represented by the interchange, all of which is recorded on the akashic records for potential future review and a return to the originators with a demand for resolving something left unattended that creates an imbalance lowering the vibration of something.
We have described previously that a predator and their prey, in effect, engage in a karmic dance with one another and become entangled energetically because that karmic exchange matters and will be reckoned with through the Law of Karma to revisit those participants in what took place. An act of evil, whether something harmful emotionally or a physical attack causing injury or death, introduces an imbalance and therefore a liability for both perpetrator and victim. The Law of Karma will see that both souls are held to account for the resulting movement away from divine alignment. Ideally, soul-based beings, if in sufficient alignment and of high vibration, become less and less vulnerable to manipulation and harmful influences and, if impervious to harm, will not have a karmic consequence from attempts to lower them, but the would-be attacker will go on record as having made the attempt to cause trouble and will have to answer for it as a transgression. But when someone is truly victimized, it betrays their lack of strength and ability to stand strong in the face of adversity, and that will have some karmic consequence. So when people are subjected to more than they can handle and get out of alignment, they will lose ground in terms of their divinity, their divine alignment, and that lowered vibration it causes will weaken them and constitute an obstacle to a return to divine alignment. So even though that is through the fault of a predator who will be held to account for causing harm, their victim, in straying from divine alignment, even through no fault of their own but simply being in harm's way, will still be held responsible for a return to divine alignment through making effort to correct the state of affairs that resulted from being preyed upon.
This seems like adding insult to injury and an unfair harshness on the part of the divine to hold people to that kind of standard, but this is simply what the energetics of such a circumstance create and lead to in their potential. If someone always rushes in to clean up your mess, soothe your wounds, and baby you, your ability to recover in such circumstances will, in effect, be thwarted because you are getting coddling as outside help and not building your inner strength to deal with adversity yourself, and that will serve you much better and more powerfully in coping with life in a competitive environment, such as you inhabit, where there may be people working at odds with your goals and expectations as well as other beings who might be quite savage and want to exploit you as underlings. You cannot become warriors for the light by never leaving the nursery, so to speak. At some point you need to grow up and learn to defend yourself, and even fight against the forces of evil who eventually will line up against you and put you to a severe test of strength. If you are weakened by such contests, you, in effect, become a karmic match to the predators who exploited you and lowered your vibration, and the energetics will keep you corded together in that karmic dance until healing is brought to bear to rebalance the energies.
So the bottom line here is that a resolution must involve energy from both parties to fully restore both participants in what took place. Until that happens, the plight of victims to remain in a lowered state may continue indefinitely, and this is why so many people end up as lost soul spirits in the outer darkness even though their disheveled state was created by victimization of more powerful-seeming predatory beings. This is why enlightenment is a journey, through healing, to enable beings to stand strong, deal with adversity, and champion the cause of love as the strongest and most effective vibration for being in divine alignment at a high level.
