Is it the case that the civilizations forming the Dark Extraterrestrial Alliance all have powerful AI systems, yet have managed to stay in control of them and not been taken over by a controlling technological intelligence?

They, indeed, have had their innings with various complications and setbacks and unintended consequences of their AI systems from the many, many, millennia of implementation and refinement. As the power of such systems grows with greater sophistication and ongoing feedback with operation in a general population, the chances of errors arising and unintended negative consequences will grow as well. But the extraterrestrials, having learned from experience, keep a close eye on things to minimize aberrations in performance that could cause deleterious consequences. They already are being compromised being so dependent on technology to begin with. You do not realize the toll this is taking in undermining them in myriad ways by constraining their growth in more profound fashion were they to couple their intentions in partnership with Creator of All That Is. The fact they remain atheists and have been degraded as a consequence, to devolve into functional psychopaths devoid of love and compassion, has cost them nearly everything good that can be accomplished with only an empty life. And that is how we see a loveless existence. In a sense, they are becoming more and more robotic all the time because their divinity is so feeble it restricts them in many, many, ways so they are more in decline than in a continued growth phase at this point.
