Your question is basically formulated in considering things from the human perspective, seeing that the higher self is a resident of the divine realm and not in the physical plane but has a role in interacting with those in the physical. The question then becomes, how does that take place and what might be the limitations? As you were talking about energy being deployed here, this leads to the realization what is needed to participate in healing for their charges can be done by the higher self via the consciousness for the exercise in sending or modifying energy into the human earthly extension living in the physical body of their current incarnation. So this is not a hands-on facilitation as with a house call by a living physician, but in effect, a fine-tuning of life force energy that is beaming continually as life support for every being in the physical. So the higher self has the authority and the province to oversee all that is done to adjust the individual energetics, and this includes the Law of Karma and its actions. It is a further checkpoint built into the system so that each physical being in the earth plane and elsewhere in your galaxy has a sentinel in the form of the higher self, overseeing everything that happens, especially energetically. And this provides a backup oversight to ensure whatever takes place will be an appropriate implementation for karmic reawakenings or a comeuppance of some kind to get the attention of a person and prod them through experiencing symptoms, emotional or physical, to examine their life and see what they might need to do to regain their equilibrium. This does not mean the higher self has a free hand to choose anything it wishes in allowing or blocking karmic forces, only that it has a monitoring and advisory role, and to backstop what Creator does, in overseeing things as an advocate for the individual soul and its needs, and its extension in the physical, in the case of human beings taking great risk to be the divine boots on the ground, so to speak, encountering the rise of evil. For this, humans need to be in fighting trim, ideally, but instead have suffered from millennia of troubling lifetimes and the accumulation of unhealed karmic trauma acting as an anchor, dragging behind them, slowing them down, and impeding their progress. So there is much wisdom needed to help monitor, and in some cases mitigate, what the Law of Karma might be doing as well as physical perturbations of the individual human and their emotional reactions to all that is taking place in witnessing the interplay, and perhaps interjecting divine inspiration or guidance as well as healing instructions to be in accordance with the divine plan for each individual soul journey, and to help compensate for human unawareness, given the difficult paradigm underway with humans being largely on their own because of their disconnection from awareness of the divine and their true role in things. So, there are many decisions regarding the governance of energies delivered to humans in the physical, to balance the agendas in keeping with the rules of engagement to support but not direct things, to help and heal but only when it is time for the divine to act, and seeing to it that human choices and actions are keeping up their partnership with the divine in taking the lead. That need, for the humans to get up to speed and be in the driver's seat, so to speak, running their life as best they can and then seeking divine help through active steps and requests for assistance, gives plenty of opportunity for the higher self to help bridge the gap in knowledge and capability to help their charge in the physical. There are many constraints in what the higher self can do, but their role is critical, especially in response to human requests for betterment, because it is the higher self, acting as a kind of regulatory mechanism, much like the valve in a water pipeline, or a transformer in the delivery of electric power, to ensure not only continuity but modifications and enhancements to compensate for sources of interference and inadequacy. So the higher self handles many of the routine moment-to-moment as well as day-to-day needs energetically, for people in the physical and other soul-based beings.
